A Fractional-Order Control Approach to Ramp Tracking with Memory-Efficient Implementation

2020

We investigate the fractional-order (FO) control of arbitrary order LTI systems. We show that, for ramp tracking or input disturbance rejection, it is advantageous to include an FO integrator to the open-loop if we have to increase the order of integration further than one. With the lower phase-loss of the FO integrator it is easier to guarantee a desired phase margin. Furthermore the flat phase response around the crossover-frequency (iso-damping property) can be achieved for a wider frequency range such that the closed-loop is more robust wrt. amplitude and phase margins. The drawback of the FO approach is the increased implementation effort and the algebraic decay, which slows down the t…

How women are imagined through conceptual metaphors in United Nations Security Council Resolutions on women, peace and security

2017

United Nations Security Council Resolution 1325 is a landmark pronouncement on the Women, Peace and Security Agenda. Not only does this resolution highlight the important role of the involvement of women in peace processes, but it also stresses the importance of their equal participation in all efforts for the maintenance and promotion of peace. Furthermore, it also triggers the approval of some other resolutions, which are all further elaborations on that first document. The aim of this paper is to analyse, from a cognitive linguistic perspective, the way in which women are actually narrated in these pronouncements by means of the two conceptual metaphors that are most often repeated: WOME…

Znaczenie unijnego systemu wjazdu/wyjazdu dla wzmocnienia bezpieczeństwa i skutecznego zarządzania granicami zewnętrznymi

2019

The importance of the EU Entry/Exit System to strengthen the security and effective management of the EU’s external borders The European Union strives for modern and effective border management through the use of the new technologies. This study concerns the adopted on 30 November 2017 EU Entry/Exit System. This system, which is expected to become fully operational by 2020, should contribute to the acceleration of border controls at the external borders of the Schengen area and increase the freedom of movement while enhancing the Union’s internal security. In addition, it is currently replacing the existing system of manual stamping of passports and will register electronic data on entries/…

Towards a Bangsamoro in Mindanao?

2017

Mindanao was already settled by Muslims when the Spanish colonization began. Today, the western part of the island and the Sulu archipelago are territories with a majority Muslim population, whereas the rest of the Philippines is predominantly Christian. Since the sixteenth century, the “Moros” of Mindanao have fought outsiders, Spaniards first, then the Americans, and throughout history the other Filipinos. The settlement migration policy of the Philippine government in the middle of the twentieth century has transformed the human landscape of the central and eastern parts of Mindanao, now predominantly Christian, and created a major area of commercial plantations. Political opposition to …

Comprehensive defence in Latvia – rebranding state defence and call for society's involvement

2020

Abstract This article explores how comprehensive defence has been introduced in Latvia, and focuses on society's involvement and tasks in the state defence. This approach envisages a significant change in society's relationship with the armed forces and state defence. Differently from many other countries, Latvia maintains its system without introducing conscription and instead puts efforts towards youth education in defence. Additionally, the Ministry of Defence involves different society groups and NGOs in defining their role in state defence. This article also discusses the concepts of resistance and non-collaboration as part of comprehensive defence.

The language of recovery

2020

Abstract The present study attempts to make a comparative analysis of two Spanish and American political speeches, which belong to two different debate traditions, in terms of the metaphors used. For that purpose, we analyze the Economy sections of the 2015 State of the Union Address in the US and in the 2015 State of the Nation Debate in Spain. The present study aims at answering the following research questions: What metaphors do President Obama and Prime Minister Rajoy use in the American and Spanish political speeches to convince their audiences of America’s and Spain’s economic victory? What are the similarities and differences between the representations depicted by metaphor use in th…

India’s Turn to Rights-Based Legislation (2004–2014): A Critical Review of the Literature

2018

This article surveys the academic literature on rights-based legislation and critically discusses key findings and arguments that emerge from this literature. I conduct this survey and discussion in light of a wider understanding of the political economy of Indian democracy as resilient but limited in terms of substantial forms of redistribution and recognition in favour of subaltern groups. This contradiction has arguably become especially pronounced in the context of neoliberalisation, where, despite the active participation of the poor in electoral democracy, socioeconomic inequality has reached dramatic heights, and I discuss rights-based legislation as a response to this. In conclusio…

The Latvian referendum on Russian as a second state language, February 2012

2016

On 18 February 2012 Latvian citizens participated in a referendum on making Russian a second official (“state”) language. The proposal was rejected by three-quarters of voters. There is a complex background to language policy in Latvia, where since regaining independence in 1991 the country has promoted Latvian as the only state language, though Russian and other languages are widely used at a societal level. The language law and associated citizenship law in Latvia (as in Estonia) have received considerable commentary, with recent significant writings disagreeing strongly regarding their interpretation. These laws have also very often been criticized by both European institutions and by Ru…

Intellectual Structure of the Belt and Road Initiative Research: A Scientometric Analysis and Suggestions for a Future Research Agenda

2020

China’s Belt and Road Initiative (BRI) has attracted increasing attention worldwide since its inception in 2013. Although the research is fast increasing in terms of publications, there is a lack of knowledge about the intellectual structure, research trends, and appropriate theories underpinning. Using bibliometric data from 1583 articles from 2013 to 2019 in the Web of Science and Scopus databases, we used bibliometric techniques and scientometric analyses to identify and analyze the intellectual structure, hotspots, and emerging trends in this field. We identified 18 clusters that we categorized into three groups for thematic discussion. Research gaps and future research directions were …

New parties’ linkages with external groups and civil society in Spain: A preliminary assessment

2018

The aim of this article is to assess the linkages between the Spanish new parties with groups and civil society. After outlining a short framework on the new linkages between parties and external groups in times of social and political unrest and discussing the case selection, it brie y introduces the classic patterns of interaction between Spain's mainstream parties, the PP and the PSOE and the main interest groups since the late 1970s. Then, the paper analyses the emerging links of two new parties, Ciudadanos and Podemos, in order to provide a general assessment of the main di erences between their linkages and the ones of the traditional parties, and to discuss its possible implications …
